Aims, Goals, and Purposes
To provide a learning rank perspective/advisory role for the Hall of Sitters with their unique and fresh perspective.
To be heard formally and with fleshed-out views by the Hall of Sitters.
To enable the learning ranks to be more informed about current Tower issues, develop opinions, and (if desired) reach unified stances.
To generate new ideas from the learning ranks for the Tower (in other words, a think-tank).
To motivate and reward the learning ranks for going above and beyond raising requirements (doing more than is expected or required).
To provide a context in which likely candidates for leadership positions (such as future Sitters and Admin) can be seen by current officials before they are fully raised. (A forum for Heads to monitor for potential new Sitters, for example).
To promote Trainee-channeler learning rank interaction through discussion of Tower issues and mutual understanding.
To add a dimension of authority within the learning ranks (IC).

Qualities of the Council of Youth
A forum for Accepted, Dedicated, and Ji'alantin/dar who have earned honored recognition in the eyes of their elders.
All thoughts and opinions are taken seriously regardless of rank (IC and OOC), and the consensus (or discord) is taken to the Hall
of Sitters for review. Likewise, the Hall of Sitters (when appropriate to discussion) requests the MoNSTers to put certain issues
before the Council of Youth. The Council of Youth is an advisory forum, not a policy-making one.
A forum in which channeler and Trainee learning ranks mingle and discuss common issues and areas for Tower improvement.
Those exceptional youth who earn a seat are particularly honored with regard to their peers by gaining special privileges and
responsibilities (IC) (and become targets of IC pranks).

Seriousness and Legitimacy
The Council of Youth is more than a "student council", with real input into the Tower.
The Hall of Sitters feels that the learning ranks can come up with valuable and intelligent ideas as well as enthusiasm
as much as (if not sometimes greater) than older members. In the Council of Youth the middle ranks may have an informal/advisory
role rather than policy-making one, but still merit serious attention and regard. The Council of Youth's impact directly depends on how
seriously they, the Hall, and Ajah Heads take their recommendations and concerns. The MoNSTers will bring issues that the
Hall of Sitters cares about to the Council of Youth to generate useful feedback.
