What is the purpose of the Council of Youth? And how seriously is it taken?

See About the Council of Youth.

What are the acronyms and slang used in the Council of Youth?

Council of Youth = CY
Council of Youth Member = CYM
Learning Rank = LR
Accepted or Dedicated or Ji'alantin/ar = Acc/Ded/Ji'
Hall of Sitters = HoS
Mistress of the Novices and/or Master of Soldiers and/or Master (or Mistress) of Training = MoNSTer
Administrator or Official = Admin

Who is in charge of the Council of Youth?

The MoNSTers officially and permanently oversee the Council. That means, they review petitions to join, communicate between the CY and the HoS (bring topics and consensus back and forth), guide discussion, and enforce its spirit of productive and proactive participation. Amora Sedai initiated the forum and sees it through its initial stages. Thereafter, she serves in an informal advisory role.

What if a member doesn't participate enough, monopolizes discussion, or doesn't contribute productively?

The MoNSTers deal with conflicts and absences on a case-by-case basis. The MoNSTers will talk to the CYM who is not maintaining the spirit of the Council, and if the CYM still doesn't improve, then he or she is excused from the Council. IC reprimands can be role-played of with all the inventiveness that MoNSTers possess.

What is the balance of authority between the Executive (Warder) Council and the Council of Youth; or in other words between the Warder Trainees and channelers?

Both Trainee and channeler learning ranks participate in the Council. Accepted and Dedicated should adopt the same discretion as Warders have adopted in the HoS. Namely, "a more quiet tone" on Warder issues, but issues for both channelers and Warders would be discussed in the CY. Furthermore, the CY serves an advisory role, not a policy making one. Therefore, the EC may choose to adopt the recommendations of the CY, or not, just like the HoS may or may not.

May I join if I have a character in the Hall of Sitters?

With dual emphasis on contribution IC and OOC, and because the CY is an advisory board, everyone is allowed to apply for membership. But MoNSTers judge if HoS members are monopolizing OOC discussion and may tell them to step back and let the non-HoS members speak more (OOC).

May I have more than one character on the CY?

The CY has a one-vote-only policy, just as the Hall of Sitters does, as it would not be fair for one player to have more votes in the Council than anyone else. But this issue will be handled on a case-by-case basis. Membership in the CY could be solely for IC reasons or marking characters for "Sitter-hunters" amoung the Ajah Heads.

What are the minimum and maximum number of people who can be on the Council of Youth?

At this time, there is no upper or lower limit.

May I join if I have an additional character beyond my primary one?

Yes. The MoNSTers will only restrict the types of characters if and when the CY becomes too large and a maximum number is needed.

How does the Council Work?

CY discusses current HoS topics parallel to the HoS itself, and generate their own topics. The consensus of CY discussions are archived and brought to the HoS by the MoNSTers (both IC and OOC).

What special privileges and responsibilities do members of the Council of Youth have?

CYMs are like hall monitors or prefects who patrol the Novice/Soldier/Accepted/Dedicated Halls as well as the Gardens and Barracks, Kitchens, etc. to make sure the LR are doing their chores and not slacking. They have slightly more authority, even if that's simply through being thought better of by the higher ranks.

The incentive/rewards are more interesting chores (or more freedom or higher priority) such as:

  • For Ji', escourting unbonded AS and AM around the Tower Grounds.
  • Attending to Officers rather than simply the average Aes Sedai/Asha'man/Warder - like Moiraine and Siuan did for the Amyrlin Seat in New Spring.
  • Secluded time in the dining hall and channeling yard or training yard, stables, and gardens.

How would I recognize a Council of Youth member?

Individuals in the Council of Youth are called "Council of Youth Members" (CYM) and are distinguished IC.

Rings are given in a special ceremony when the year's new Council Members are admitted. The ring is a simple band of white gold and jet of the two halves of saidin and saidar locked together. One half of the ring is white and the other is black if you look at it from the side, a sinuous line separates them if you look from above. Trainees, as well as Accepted and Dedicated wear the rings, but take them off or wear them on a cord around the neck during physical exercises. During formal ceremonies, or in attendance of the CY and HoS, CYM wear gold cords like stoles (similar to what valedictorians wear) in anticipation of the shawl, cord, and fancloak.
