
Decision: Creation of a new Admin titled "Master (or Mistress) of Education", or MoE.
Date: June 11th, 2007
Since the position is appointed and not elected, the MoE receives no voting privilege within the HoS.
The MoE shall be appointed to the same level as an Ajah Head IC, and receive similar Talent Point increases to match (totaling 11 currently).
IC authority of the MoE also includes the running of the University and Orphanage, as well as the Tower's education system (Classes).
Ajah Heads would defer to the MoE only on those topics involving the running of Classes, the University, and the Orphanage.
The OOC authority of the MoE will be that of an assistant to the MoN, MoS, & MoT.

Decision: 'angreal, sa'angreal, and ter'angreal Posession & Creation

This proposal was accepted and approved by the Hall of Sitters as follows:
First that the ability to create angreal, and sa'angreal is not allowed IC. OOC a member may petition to the FS to have one added that they "found" somewhere. These objects all have to have come from the AoL however, since no one after the Breaking has the knowledge of how to make them!
Ter'angreal use IC is agreed to be restricted to fully raised members and officers, unless specific dispensation has been sought and received OOC from the FS. The only exceptions being Indigo members and aspirants, and those who have developed a related Talent with the objects.
Creating ter'angreal of one's own is allowed IC for those with the Talent, however any new or experimental objects should be approved beforehand OOC through the FS.
Basically this all points to a need for us to clarify more formally the distinctions between OOC and IC use and creation of all objects of the One Power.
Firstly, it needs to be clear that IC creation of ter'angreal should be limited to those who have the Talent recognized to create them.
Secondly, possession and use of ter'angreal is only granted to fully raised members and Indigo aspirants, and few others, at the will of the First Seeker.
Third, Any member who does not fit the criteria (IC rank or position) must first seek approval OOC from the First Seeker before role playing the use or creation of any ter'angreal or other objects of the One Power.

Decision: Ownership of the Grey Tower
Date: March 20th, 2007
The Hall of Sitters agreed that official legal ownership of the Tower's webspace, along with the final financial responsibility shall fall to the person known OOC only as the Tamyrlin. Furthermore the Hall concluded that unless the situation requires it, that this position should be passed jointly between the Amyrlin and the M'Hael as needed. Should neither of them be capable or willing to take the responsibility, the Hall will immediately have to decide upon the appointing of a third party as the Tamyrlin. At the time of this discussions close, the M'Hael Daimenin al'Donai has assumed the role of Tamyrlin for the foreseeable future.

Decision: Benefits System Clarifications

This proposal was accepted and approved by the Hall of Sitters as follows:
Warders are granted the ability to gain non-channeling benefits of their bondmate’s Ajahs at the same cost as their bondmate (ie. One point per Benefit)
Returning members are granted the opportunity to register previously earned Benefits upon returning with sufficient proof that they earned them. (Ajah Heads have authority to decide).
The Hall or some committee shall endeavor to develop Ajah Benefits for the unrepresented Ajah's (Brown, Yellow, White, Grey) in an effort to garner new aspirants to these Ajahs. A separate forum will be created to house these discussions.
Ajah Heads elected later on have the authority to change previously listed benefits to more accurately represent their Ajah in the event of changes to Tower society or the WOT world.
Benefit points lost as a result of these updates are placed back into the hands of the member who previously spent them on the benefit and the members are allowed to use said points to apply for new benefits currently listed.

Decision: Weapon Skills System Revisions

This proposal was accepted and approved by the Hall of Sitters:
Training, sparring and evaluation threads should be a minimum of 5 fighting posts. (in order to make Weapon Skills more realizable for all members)
The weapons categories of staves, spears, and lances shall be combined into one general category of "Polearms". This is to more accurately reflect the nature of the weapons involved and to mirror already established categories such as "swords".
Anyone who has skill in more than one kind of polearm (including lance, staff, and spear) will retain their highest skill level as "polearm". So, if you had four points in staff and two points in polearms, you would now have four points in polearms (including staff).

Officer Activity Requirements and Terms for Removal

The description of the proposal follows:
The Amyrlin and M’Hael are accountable to each other, and next to the Keepers. All other officers are accountable to the Amyrlin and MÂ’Hael. These include the Keeper of the Chronicles, the Keeper of the Archives, the Gaidin Captain, the Master/Mistress of Arms, Master/Mistress of Training, the Master of Soldiers, and the Mistress of Novices.
Applications and submissions must be responded to in a timely manner, even if the response is by means of forwarding the application to another official as in the case of Benefit applications. A response would entail anything from an email to the applicant letting them know that it is being looked at, or a request to resubmit with changes or alterations, or even a response that it has been approved. The time limits as set forth by the Hall include:

If approved, all applications and submissions must be processed fully within 3 days of sending the appropriate response.
An Officer must request an extension from the appropriate Official(s), stating exactly how long it will be. A casual IM or e-mail will suffice, no shara form is required. If the extension is deemed by the official(s) to be too long, a suitable replacement will be asked to fill in.
Web page updates (HoS archive, HoS Queue, Main Page Announcements, etc.) must be done at least on a weekly basis. Any delays will follow the same delay policy outlined below.
Any delay counts as a Semi-Shara (up to 2 days after the original deadline) or Shara (4 or more days after the deadline).
Typically Officers can expect their duties to require anywhere from 5 to 15 hours per week, with the average falling between 8 to 11 hours per week (not including non-admin role plays and interactions)
All absences (full or semi-shara) above 2 days should be posted by an Officer on an official Shara form at least 2 days before the Shara is to begin so that appropriate replacements or assistants can be found and the other Officers are not left with an indeterminate amount of time filling in for the Officer on Shara.
Official Shara is limited to a maximum of 90 days throughout one calendar year (60 days of announced Shara, and 30 days added extension if needed). Every 2 days of Semi-Shara counts as one day of Shara.
Any unexcused or unexplained extended Shara will be met by an email from the appropriate Officials after one week has passed. The missing Officer has exactly one week after this to respond to the Official before being removed from their office, and replaced.
Unexcused absences or unexplained extended Shara will be punished as follows according to the consensus of the Hall:

If an Officer is removed from their office according to these guidelines, they will be given one chance to redeem themselves. If removed a second time the punishment is to be banned from future office permanently (unless they are able to plead their case before the Hall and receive clemency)
Officers who have been banned from holding office have the right to plead their case before the Hall of Sitters and ask for clemency. If the clemency is granted the Officer will be allowed to take office once again under these guidelines. He or she will be banned again permanently if removed from office for a third and final time.
Officers must give two weeks notice before stepping down from a position. This is just enough time to hold a nomination and voting period. Should an officer fail to provide advanced notice, they will be unable to retake office for at least 6 months of uninterrupted activity as a member of the Tower before they will be eligible for office again. If re-elected, the previous offender will be placed under the watch of an appointed Official to see that he or she is keeping up with their duties as outlined in these guidelines
The period between December 21st and January 2nd each year is considered a Tower Holiday time. The Hall and the Tower are on leave, meaning that any and all time guidelines are suspended for this period and No Administrative Shara is accrued.
This policy shall be institute on a trial period first in order to evaluate if it is too unwieldy or if the guidelines set forth seem to be realistic. It will be re-evaluated in six months.

The Return of Multiple Voting Positions per Player
Date: November 1st, 2006
The description of the proposal follows:
Allow a single character to hold more than one 'voting' position where the two are compatible, and where there are so few candidates that whichever of the two positions the character in question does not
chose to hold (under the current system) would go unfilled. Examples of compatible positions would include "Ajah Head and MoN/S, Gaidin Captain and Master of Training, or Ajah Head and WCR." Examples of noncompatible positions would> include Channelers taking Warder positions or vice versa, or the Amyrlin, M'Hael or Keeper of the Chronicles taking any Ajah-related position.
A single author may hold a Sittership with one character and another Sittership/Admin position/Head of
Ajah position as another character
Should a new candidate appear for one of the positions and make their wish known, and should there be sufficient nominations/support, (not counting cases of appointed positions) the author in question will step down from one position
Authors with two or more characters be allowed to hold more two noncompatible positions, as long as each position is available to the character in question. Examples: An author who writes a Blue Ajah Aes Sedai and a Warder could hold Head of the Blue Ajah with her Aes Sedai and Master of Training with her Gaidin.
Because of the extra workload involved here, this must be voluntary; authors shouldn't be solicited to take on more work than they are able.
Players with more than one character would still only have one vote within the Hall of Sitters.
Each case of allowing more than one position per character/author would only be allowed with specific permission from the Hall of Sitters.
Concern was raised both that some players may not be able to take on the workload of two positions. It was argued that holding the first position would allow the demonstration of a player's maturity and ability to handle a second position.
Concern was also raised that the Hall would not know if a newer player was interested in one of two positions held by another player. This was answered with the suggestion that upon taking up a second position, the player would understand that they may be asked to step down and abdicate in favor of another player.
Yet with these restrictions in mind, the Hall passed the proposal.

Decision: Keeper of the Archives

This proposal was accepted and approved by the Hall of Sitters:
A new position created for male channelers to reflect the Keeper of the Chronicles, thereby casting the Keeper of the Chronicles into a female role, for the following reasons:
Compared to other Admin positions, the KoC position has the most "paper"work of all.
It includes standing in for the Amyriln Seat and M'Hael on top of regular Keeper duties.
With the growth of the Tower, the amount of work for the Keeper has increased, meaning a great deal to expect from him/her and subsequent delays in processing applications.
With the advent of the Ajah Benefits system, the normal duties of the KoC have been significantly increased.
Every other channeling Admin Officer has his/her male/female counterpart. A KoA would achieve further balance.
It is a good idea to have a backup Officer for when the KoC goes on shara, to prevent a backlog of work upon return.
It fits IC that the Amyrlin Seat would have her assistant whereas the M'Hael would have his own.
The proposal was accepted, and it was decided that duties would be split by gender: the KoA handles male character applications, and the KoC the female ones, mirroring the split duties of the MoN and MoS.

Decision: Talents and Abilities Amendments

This proposal was accepted and approved by the Hall of Sitters:
Dreaming and Dreamwalking will be categorized as separate Abilities, not Talents and not aspects of the same Ability. Abilities will cost Talent Points (up to five). Characters will only be able to have one ability each. The exceptions are Dreaming and Dreamwalking (which can both be Abilities of the same character) and Wolfkin (which is restricted to Warders and non-channeling NPCs [off the record]. This means that channelers can not also be wolfkin - except previous characters who were both channelers and wolfkin). This would reduce the chance of godmoding.
For members who would exceed the maximum number of Talent points (including any possible returning characters) we will invoke a "Grandfather Clause" and allow them to maintain their characters as-is assuming that they were able to gain these Talents through the Ajah Benefits system.
Wolfkin will always be listed in the Abilities Listing as strength five. The degree of wolf-madness will be noted on a scale of 1-4 in the comments column. This is in order to make the wolfkin trait equivalent to being a channeler or having the best of other abilities. The First Seeker will simply add another column to the Abilities Table for strength, and use the Comments column as it was intended, to make any comments about the Ability, like what their "Wolfkin man-wolf scale" is.

Decision: Revision of the Weapon Skill System: Multiple Points per Advanced Point Application
Date: September 10th, 2006
This proposal was accepted and approved by the Hall of Sitters:
"For advanced points [after the first point at which the character is considered Trained in a weapon], a single high-quality thread (training, spar, role-play, fanfic, class) may, at the Master of Training's discretion, be used to earn multiple Weapon Skill points."
That is, applications for weapon skills between Competent (2) and Expert (5) may be considered worth more than one point by the Master of Training. This is similar to how Evaluations are handled, in that an Evaluator can award any number of points for a single thread, excepting the Blademaster rank. This revision does not reach retrospectively to skill points already recognized, nor for applications reaching Blademastership. |

Decision: Formalizing the Custom of Not Role-playing Other Players' Characters
Date: August 16th, 2006
It was decided that due to abuse of role-playing (learning ranks playing Officers and other Aes Sedai and Asha'man beyond an acceptable point) a proposal was made to formalize a custom of not role-playing other players' characters. Brief mentions and gossip of characters in threads whose players do not participate in are both acceptable and normal. However, abuse had extended to role-playing other players' characters' explicit actions and words.
A rule was formalized and added to the Aims and Rules of the Grey Tower:
"At all times, members of the Grey Tower will abstain from role-playing any characters but their own, unless they have the explicit and preliminary permission of the owner of the character, or in the specific situation that exists between bondmates. This rule applies to all characters, including Officers and Officials, apart from those incidental and superficial references that characterize gossip or rumors, as can also be expected to occur in the real world."
As seen above, allowances were made for explicit permission and in the case of two characters who are bonded. In the latter case, it is often unavoidable and necessary to role-play one's partner. Such partnerships are expected to have been formed with mutual understanding and respect for the players' characters and writing style. There are also cases in which one partner leaves the Tower and the remaining player must decide what to do with the absent character. |

Vote: Revising the Asha'man/Aes Sedai Test for the Release of New Spring

A vote was held for revisions of the test to become Aes Sedai and Asha'man was held in light of the release of New Spring. This book included the testing scenario to become Aes Sedai of the White Tower, and as new information, was used to inform how the Grey Tower would test its initiates. Several proposals were made, and the Hall chose between them.
Results:
1. Should the Current Stairs Test (Test of the Ajahs), be changed to allow for more flexibility of character personalities?
A. No, leave it the way it is: 1 vote
B. Yes, allow characters to write their own stair situation if they feel that the current suggested situation is too contrary to their character's personality: 2 votes
C. Keep the same scenarios, but allow the characters to be aware that they are being tested: 1 vote

2. Should the weaves test be added to the current Accepted/Dedicated to Aes Sedai/Asha'man raising test (Test of the Ajahs)?

The Hall followed the Council of Youth in its plead for less restrictive, counter-productive role-playing and opens the Ajah Test to situations outlined by the Testee. In addition to the new Ajah Test, the Hall considers it necessary to test the Testee's knowledge of Ajah-specific weaves as an integral part of the Great Stair test. The Hall still wants candidates to be tested for each of all seven Ajahs. Father Darian Gedwyn edited all tests to reflect the Hall's resolution as of July 31st, 2006.

Decision: the Hall of Justice Revision
Date: June 8th, 2006
It was decided (with input from the newly formed Council of Youth) that due to a gap in procedures for dealing with severe breaches of IC rules (such as balefire or assault), those committed by fully raised members or the Black Ajah, or for creating an IC explanation for actions taken OOC against members who break OOC rules, the Hall of Justice was revised. Cases that can be reviewed by the Hall of Justice would include: 1. 'Crimes' by Aes Sedai and Asha'man, such as balefiring, membership of the Black Ajah, plotting against the GT etc. 2. Acts by Novices/Soldiers, Accepted/Dedicated that could result in punishments that "seriously affect their characters both IC'ly and OOC'ly". For instance: balefire, trying compulsion on each other, membership of the Black Ajah, planning an assassination on the Amyrlin/M'hael etc. The punishments would be: dismissal from the Grey Tower, Gentling, execution etc . . .

Decision: Administration of Ajah Benefits
Date: April 4th, 2006
Additions to the Ajah Benefits Information page were made under Administration of Ajah Benefits and for Characters who were Raised before the Ajah Benefits System Began. Full Aes Sedai, Asha'man and bonded Warders as of April 24th, 2006 had until October 4th, 2006 to register their benefits (which they have learned or earned in the past) with proof from role-plays, fanfics, and biographies. All new Aes Sedai, Asha'man, and Warders will have a "Raised on: XXX" or "Bonded on: XXX" date under their member listing. All were advised to update their biographies to reflect their Benefits. As of October 4th, 2006 everyone was considered "caught up", whether their Benefits were registered or not.

Decision: Advertising at Other RPG sites

Following up on the suggestion of advertising at RPGs that are not necessarily WoT, but have 'Fantasy' sections, Miahala Sedai approached the Hall with prioritized sites to advertise at. Category One sites were determined to be the best options, followed by Category Two, and Three. The following is her report:

The number of Ajah Benefits Points issue resulted in a tie. Ties are resolved usually with a vote between the top three Officials, but with the Keeper of the Chronicles and M'Hael stepping down, only the Amyrlin Seat remained to cast the tie-breaking vote. She voted in favor of having activity assessed every six months (with the census).
Two additional Benefit points per fully raised player will be available every 6 months. The Amyrlin Seat and M'Hael will have a 1pt. cost for skills/attributes/weaves in any Ajah tier. For the 6 months (following the date when this system is put into html and opened to the public) current members (Aes Sedai, Asha'man, and bonded Warders) will be able to give proof of current Ajah Benefits (like a relaxed form of evaluation) to kick off the system. Warder Advantages will be transferable to Ajah Benefits.
NB: This system was formalized into published form here on March 15th, 2006.

Vote: NPCs in the Black Ajah

This was a vote to determine whether NPCs should be allowed to officially join the Black Ajah (and be listed among its members).

This means:
NPCs may be created by existing players to officially join the Black Ajah. NPCs in may be listed alongside PCs, SCs, TCs etc. on the Black Ajah member list with profiles, biographies, skill points, Talents, etc. If the player of an NPC leaves the Tower, then so does the NPC. Note, this is a exception to normal Tower policies concerning NPCs.

Those in the Black Ajah have membership in both one "color" Ajah and in the Black Ajah. The "color" Ajah acts as a cover for the Sister or Brother of the Dark.
Leadership and Representation:
The Black Ajah has a Head IC who organizes participation and tests potential initiates through role-play; unless she or he designates another Sister or Brother of the Black Ajah to test initiates. The Black Ajah Head is chosen by the Black Ajah and is listed on the Black Ajah member listings and is available for contact OOC, just like Heads of "color" Ajahs. Preferably, the Head is a fully raised Black Ajah PC.
Unlike "color" Ajahs, however, the Black Ajah has no representation or voting capacity in and of itself in the Hall of Sitters. Influence in Tower politics is gained through a character's "color" Ajah. Thus, any representation in the Hall of Sitters is through being Sitters or the Head of one's "color" Ajah. Secretly, these Sitters may defend the Black Ajah while pretending to act in the interest of their "color" Ajah. The same is true of the Head of the Black Ajah. He or she has direct influence in the Hall of Sitters only if he or she is also a Head or Sitter of a "color" Ajah. The structure of the Black Ajah is currently being formalized on the Black Ajah pages as the Head of the Black Ajah consults with others.
Joining the Black Ajah:
Characters interested in joining the Black Ajah may apply after being accepted as Novices and Soldiers (or raised higher). This gives players time to role-play their new character and decide whether this is the direction they want to take their character into. Applicants of the dark Ajah complete a form and the Head of the Black Ajah (or a designate) and then are expected to complete certain requirements. Requirements may include role-playing with a member of the Black Ajah and duties to prove one's devotion. Applicants are then tested by the Head or designee for acceptance. Those initiates are organized by the Head into hearts.
When the Tower has more members to support such a system, a new additional element for recruitment may be considered by the Hall of Sitters.
Organization:
The Black Ajah is organized by the Head within "hearts", wherein each member knows the identity of two other Black Ajah members and "one other" from another heart. A heart consists of one senior member who mentors two initiates, who support each other in role-play. Thus, no member of the Black Ajah knows the IC identity of everyone in the Ajah.

Decision: Council of Youth
Date: 5th September 2005
As no objections have been posted to the final draft of the Council of Youth, the vote was skipped in regards to the Hall consenting to the proposal. What has been decided is as follows, with details to be hammered out by those in charge:
1) Number of Members on the Council:
No upper or lower limit.
2) Overseeing the Council:
The MoNSTers will officially and more permanently oversee the council. But Amora Sedai has agreed to initiate the forum and see it through its initial stages. Thereafter, she may serve in an informal advisory role.
3) How to become a member:
In general, the spirit is one of creativity and taking the initiate to go above and beyond raising requirements with an emphasis on IC role-play and taking on extra duties.
Examples:
Grading lessons for teachers
Teaching extra classes
Taking over abandoned classes
Contributing to Tower discussions about improvements.
(For WiTs): Writing one's Survival Test fanfic.
Then conclude the application "with a paragraph on how they can contribute in ways they find important, to submit that, and be judged by the MoNSTers for acceptance into the CY." - the Amyrlin Seat.
4) Distinguishing Members of the CY:
The compromise was to abandon the idea of giving them a new title or rank and instead calling them Council of Youth Members and distinguishing them IC:
"A ring given in a special ceremony when the year's new council members are admitted. The ring is a simple band of white gold and [jet] of the two halves of saidin and saidar locked together, so one half of the ring is white and the other is black if you look at it from the side, a sinuous line separates them if you look from above. Even Trainees could wear that, and take them off or wear them on a cord around the neck during physical exercises.

With duel emphasis on contribution IC and OOC, and because the CY is an advisory board, everyone is allowed to apply for membership. But I think we should let the MoNSTers judge if HoS members are monopolizing OOC discussion and be able to tell them to step back and let the non-HoS members speak more (OOC that is).
7) Enforcing participation/keeping up with duties:
Kamara brought up this point that is similar to the one being made above, that is, enforcement. The solution that seems to be agreed upon is that the MoNSTers will deal with it on a case-by-case basis.
"A simple talk-to OOCly, and if the person still doesn't improve, they are out. IC reprimands can be thought of with all the inventiveness I know our MoNSTers possess..." - the Amyrlin Seat.
8) IC Representation/Treatment (special privileges and responsibilities):
CYM's would be like hall monitors or prefects who patrol the Novice/Soldier/Accepted/Dedicated Halls as well as the Gardens and Barracks, Kitchens, etc. to make sure the LR are doing their chores and not slacking. They would have slightly more authority, "even if that's simply through being thought better of by the higher ranks" - Amora Sedai
The incentive/rewards would be more interesting chores (or more freedom or higher priority) such as:
For Ji' for example, escorting unbonded AS and AM around the Tower Grounds.
Attending to Officers rather than simply the average Aes Sedai/Asha'man/Warder - like Moiraine and Siuan did for the Amyrlin Seat in New Spring.
Secluded time in the dining hall and channeling yard or training yard, stables, and gardens.
They would also be an additional focus for pranks.

Vote: Selection of Sitters
Date: 9th April 2004 The topic of this vote is what changes should be made to the FAQ to avoid having capable characters overlooked for Sitter (and other) positions.
The vote will be conducted in three parts. This involves changes to the FAQ, which describes Tower policies and proceedures. Please make sure you are familiar with these proceedures before voting.
The first question addressed an addition to the How do I become a Sitter? secion of the FAQ. Previously, this section said: "A Sitter who is removed shall have the right to appeal the decision of the Ajah Head to the Amyrlin Seat and the M'Hael, but must accept their decision as final." If the Hall approves, we will add this line: "Likewise, if someone feels that they are being unfaily denied or overlooked for a Sittership, they may appeal to the Amyrlin and M'hael, but must accept their decision as final."
The second question addressed a separate pair of additions to the Duties of an Ajah Head section of the FAQ. This section previously said: "-to appoint the most capable members of the Ajah as Sitters to represent the Ajah in the Hall." If the Hall approves, we will add this line: "Note that Appointments should be made within [a reasonable time period] whenever possible." The second addition will be made in the On the removal of an Ajah Head section. Currently, this states: "If the Ajah Head has not posted for 2 months in the Hall of Sitters, the Amyrlin and M'Hael shall discuss the matter with them, and further action may be taken if no improvement is seen." Just below this, another point will be added which says, "If the Ajah Head has not appointed a new Sitter within [a reasonable time period] of a position coming open, the Amyrlin and M'hael shall discuss the matter with them, and further action may be taken if no improvement is seen. This does not apply if there is a clear shortage of appropriate (willing, suitable, and available) candidates."
The third question addressed the issue of what constitutes "a reasonable time period" for the selection of new Sitters. This question is moot if the second question is rejected by the Hall. The options for the third question were: One Month, Two Months, and Three months.

Admin has been having problems with Draknet (our current webhost) following their move to a new set of servers. While we can view the Tower pages, we have been unable to make updates or delete files. After several petitions to draknet, a discussion was initiated in the Hall of Sitters to consider the possibility of moving to a new host. The Hall agreed that the best course of action was to purchase a lifetime account with a webhost whose accounts meet our needs. The purchase would be made in the name of the organization ("The Grey Tower"). One of our members would pay for the account up front, and would then accept donations to recover his expense. Discussion of a domain name will begin once we have a working web host. |

- For Channeling SCs and TCs, a mentor interaction is unnecessary, and should be replaced with a requirement that the SC or TC roleplays with with a genuine "newby".
As a result of this discussion, the SC/TC RRs page will be revised to include a "roleplay with someone new to the Tower" requirement in place of the "mentor interaction" requirement. |

| Preliminary Decision: Changes to the 2nd Raising Test

Details:
Due to complaints by some members and concerns about the Grey Tower's ability to retain new members, discussion of Raising Requirements has again been opened. As the major point of discussion was the structure and content of the raising test for Accepted/Dedicated to reach Aes Sedai/Asha'man, a vote was held to determine whether changes should be made to that test, and if so, what sort of changes were desired. The vote was structured with two questions, the first being whether changes were desired and the second being, if changes were made, what sort of changes they should be. RRs were moved to an open committee following for further discussion following this vote.

Details: The Hall decided that, to alleviate further problems in the Ajah Head guidelines, the following clause shall be added:
~ If all other methods above should fail, then the choice of the new Ajah Head shall be left to a vote of the six remaining Ajah Heads, the M'Hael, the Amyrlin and the Keeper, due to their experience and knowledge of the duties and responsibilities of the position as well as the candidates themselves. Each of these persons shall cast one vote in favor of the candidate of their choice. The candidate receiving the plurality of votes (i.e. the most, regardless of whether a majority of votes goes to a candidate) will be instated as the new Ajah Head.

1) The Hall has been discussing and has come up with a set of guidelines, which are intended to cover all Ajahs, as follows:
The Duties of an Ajah Head:
-to either keep the Ajah pages updated, or appoint a Webmaster/mistress, and ensure that he/she does so.
-to appoint the most capable members of the Ajah as Sitters to represent the Ajah in the Hall.
-to represent the Ajah personally during discussions in the Hall, and if appropriate, to coordinate the voting of the Ajah's Sitters to reflect the view of the Ajah on issues.
-to make sure Aspirants to the Ajah always have somebody to roleplay with for their interaction.
-to make sure there is always someone from the Ajah available to take on the occasional newly joined mentee who expresses a particular interest in that Ajah, even if this means taking on extra mentees him/herself.
-to be available to answer any questions about the Ajah OOC.
-to make sure someone from the Ajah is available to participate in RPs where the Ajah's presence is required.
Regarding the choosing of an Ajah Head:
~If an Ajah Head leaves of his/her own volition, he/she will consult his/her Ajah members and together, they will decide on a successor in a manner of their choosing. If, however, after this process there are still strong objections to the decided successor from members of the Ajah, those members should contact the M'Hael/Amyrlin, explaining the reasons why they object. If these reasons are found to be serious, the M'Hael and Amyrlin may initiate more discussion of the successor within the Ajah, in light of these objections.
~If the Ajah Head is removed from his/her position by those guidelines listed under 'Regarding the removal of Ajah Heads', the Sitters, Ajah members will discuss and decide on a successor. If no definite successor is decided, if there are problems with the discussions or if their help is requested, the Amyrlin and M'Hael will mediate in the discussion and may decide to hold an Ajah vote to resolve the issue.
Regarding the removal of Ajah Heads:
~An Ajah Head may be removed under the following guidelines:
-If two or more complaints are received by the Amyrlin and M'Hael from members of the Ajah about the Ajah Head, an investigation of whether these complaints are valid is to be conducted, considering the duties above, and any other considerations. The Amyrlin and M'Hael should discuss the matter with the Ajah Head in question as well as the members of the Ajah and take further action if necessary.
-If the Ajah Head has not posted for 2 months in the Hall of Sitters, the Amyrlin and M'Hael shall discuss the matter with them, and further action may be taken if no improvement is seen.
-If other issues arise regarding the Ajah Head's fitness to maintain their position, the Amyrlin and M'Hael shall discuss the matter with them and the members of the Ajah and further action may be taken if no consistent improvement is seen, and no mitigating circumstances apply.
-If the members of an Ajah decide during discussions to remove an Ajah Head, but the Ajah Head refuses, the Amyrlin and M'Hael shall actively remove them in favour of the Ajah's choice.
2) Some members of the Hall have objected to these guidelines, and suggest that every Ajah should instead make up its own Constitution:
Each Ajah is to draw up its own 'constitution', to be agreed to by all active Ajah members, to deal with the:
a) Duties of an Ajah Head
b) Removal of an Ajah Head
c) Stepping down of an Ajah Head
d) Selection of a new Head after the occurence of one of the above two
Each 'constitution' will be individual and personalised to the specific Ajah, although it will run in accordance with the general Rules of the Grey Tower that all members accept on their joining (no flaming, spamming or disrespect).
At the Ajah's discretion they may involve the M'Hael and Amyrlin in these discussions if they feel the need to.

| Decision: Non-channeling Abilities

1) Each person may have only ONE Ability. If a channeler has Dreaming and/or Dreamwalking as Channeling Talents, (s)he may not have further Special Abilities. A non-channeler may have both Dreaming and Dreamwalking as a single choice, but may in all other cases have only ONE Special Ability: it is extremely rare to have one, let alone two.

2) In order to apply for a special ability, you must be of the intermediate Accepted/Dedicated/Ji'alantin rank, OR, if you mentioned the Ability specifically in your biography when you arrived, you may apply for it at the first rank also.
-
3) You must complete the non-channeling Ability form for your ability. This includes providing proof in the appropriate box that you have completed ONE of the following two requirements:
EITHER
a) a fanfic describing how you discovered the Ability, and any experiences you may have had with it so far. This fanfic will be submitted to the Library if the application is accepted.
OR
b) a roleplay thread of suitable length and detail with either someone else who has the ability, or a fully Raised member of the Tower (a member of the Indigo Ajah, if available). The roleplay should involve the discovery of the special ability, the exploration of it, or a similar suitable aspect of the ability which the person is applying for.
If either of the requirements is judged to be unsatisfactory (if it is short or poor quality), you may be asked to reapply when you have a better requirement.
Otherwise, you will have your ability listed on the Talents Listing under Non-channeling Abilities, and can feel free to use it in your roleplays.

| Decision: Sitter Inactivity Guidelines

- The awarding of Sitterships is the choice of the Ajah Head, unless the Ajah should decide on another reasonable method of selection. No more than three Sitters shall be allowed in the Hall from each Ajah. A Sittership is not official until the Ajah Head has informed the M'Hael and Amyrlin, who will list it on the Member Listings and the Hall of Sitters.
- Removal of a Sitter shall be left up to the discretion of the Ajah Head. If a Sitter has not posted in the Hall of Sitters in two months or has not participated in two votes in a row, the Amyrlin and M'Hael should speak to the Ajah Head to see if any action has been taken to determine the Sitter's OOC status. Further action may be taken if no consistent improvement is seen, and no mitigating circumstances apply.
- A Sitter who is removed shall have the right to appeal the decision of the Ajah Head to the Amyrlin and the M'Hael, but must accept their decision as final.
NB: These guidelines were approved without objection, and have been placed in the FAQ and the Hall of Sitters. Inactive Sitters, do not claim you did not know about this: the fact that you've missed such a crucial issue highlights your problems.
